1981 VW Camper. The battery cranks but not start. It feels like any other fuel is injected.?

I had the starter, the brain (a chip), the fuel injection system replaced in the year. Just changed the fuel filter as the gas seemed to be gauging. I had to ground several times to manage to keep running. If I stopped and stood there I had to wait 20 min. before I could start again. Now simply not start. I have a newly rebuilt engine, new coil. New master cylinder & slave for the clutch and brakes all sorts of new things replaced. It acts as if he wanted start is when I press start on the gas's all I have to press on the gas is fuel injected. What should I try to replace the first to make it work new? Should I get an impulse to start seeing if I can jump. It really feels like it has something to do with water in the tank gas.Could cause to fail?
